A book can never be peer reviewed. Only articles from academic journals are peer reviewed.
Books are considered scholarly when they are written by scholars. If a book is published by an academic press (one affiliated with a university), that is a good indication that it has scholarly content. There are exceptions, especially in the sciences where there are many publishers that scholars published with that are not affiliated with schools.

Google Scholar uses the popular Google search engine to enable searches for scholarly materials such as peer-reviewed papers, theses, books, preprints, abstracts and technical reports from broad areas of research. It includes a variety of academic publishers, professional societies, preprint repositories and universities, as well as scholarly articles available across the web. Google Scholar includes full text and citations.
