cOAlition S is an international consortium of research organizations (primarily European based). They created Plan S which requires that scientific publications funded by public grants must be published open access.
SPARC (Scholarly Publishing and Academic Resources Coalition) is an advocacy organization that aims to improve access to research for all users. UT Austin is a SPARC member.
